fix(gpsrelaysentinel): 修复MainActivity访问MainService常量的权限问题
- 将PREF_NAME和KEY_SERVICE_ENABLED字段从private改为包内可见
- 允许MainActivity访问SP相关常量以设置服务状态标记
- 修复编译错误：KEY_SERVICE_ENABLED has private access

chore(gpsrelaysentinel): 配置Java 7编译选项适配项目技术栈
- 为gpsrelaysentinel模块添加compileOptions配置
- 设置sourceCompatibility和targetCompatibility为Java 7
- 满足项目要求：Java文件使用Java 7语法
- 保持Gradle编译使用Java 11（根目录subprojects配置）
- 保持安卓API适配范围26-30，compileSdkVersion 30
- 保持Gradle插件7.2.1版本
