feat: 添加绿色通道悬浮窗调试入口

- 新增 GreenChannelFloatingWindow 悬浮窗管理类,支持 API26+ 窗口类型适配
- 新增 view_green_channel_floating.xml 悬浮窗布局,LimitedTimeGreenChannelView 占满全屏无边距
- DebugToolButtonsView 调试工具按钮组添加绿色通道按钮,点击打开悬浮窗
