<powerbell> 新增 APPMSGMailRemindThread 邮件提醒线程及 SMTPConfigView 配置界面

- 新增 APPMSGMailRemindThread 单实例线程，定时30秒发送电量状态邮件
- SettingsActivity 添加 SMTPConfigView 控件，支持 SMTP 配置与测试发送
- build.gradle 添加 android-mail/android-activation 1.6.7 依赖
- build.gradle 添加 packagingOptions 排除重复 META-INF 文件
- build.properties: 构建计数器自动更新
